In the early 2000's, grassroots campaigns adopted a new method for influencing elected officials: mass email campaigns. Technology allowed associations, nonprofits, and companies to amass huge lists of supporters and facilitate millions of messages to lawmakers. But, is the era of mass email campaigns' influence on Congress coming to a close? The Congressional Management Foundation is tracking significant changes to the way Congress is interacting with constituents. This means that advocacy organizations need to embrace new strategies that go deeper than open and click-through rates, and the number of form emails sent to Congress.

Research shows that citizen-advocates who take time to build relationships with their Members of Congress and staff have a great deal of influence, and recommends that advocacy groups embrace "relationship-based" or "impact" measures.

Please join CMF and the RAP Index in a discussion about making the transition from "reach metrics" to relationship-based or impact metrics. This presentation will encompass more than a decade of research CMF has conducted on communicating with Congress. In this session CMF and RAP Index will explore the following questions:

  • What are relationship-based metrics?
  • What activities should citizen-advocates do to build relationships with lawmakers
  • What strategies and resources should professional advocates use to track and measure their supporters' ability to influence Congressional decisions?
