New Survey of Congressional Staff Offers Assessment of Congressional Performance

Staff Survey also Reports on Operations and Capacity

WASHINGTON, DC. – A new survey and report to be released on March 27, 2024, will assess the functionality, capacity, and civility of the U.S. Congress. The State of the Congress 2024 is based on a survey of senior congressional staff conducted by the Congressional Management Foundation (CMF) in late 2023. The survey involved 138 staff, with 55% having served 10 years or more in the Congress.

Survey respondents were asked to assess:

  • Whether Congress is "functioning as a democratic legislature should."

  • The importance of "civility," "bipartisanship," and "collaboration" to a functioning Congress.

  • Satisfaction of staff with the quality of operational resources provided by the Congress including access to high-quality, nonpartisan policy expertise within the Legislative Branch; the technological infrastructure; congressional capacity and support; human resource support.

  • Satisfaction whether "Members and staff feel safe doing their jobs."

The 2024 report builds upon a similar report from 2022. Comparison to the earlier study will demonstrate changes in staff opinions in the areas surveyed. The report will also offer comparison by chamber, party, gender, and age.
