CMF released a new report today outlining the degree of influence that citizens have on congressional decision-making. The research in "Citizen-Centric Advocacy: The Untapped Power of Constituent Engagement" is the most comprehensive ever produced on citizen engagement with Congress, and outlines where and how citizens' voices influence lawmakers' decision-making. Recently, Congress has seen unprecedented citizen engagement, with phone lines tied up for hours and voicemails full with constituents' comments. This report, derived from surveys of Congress over a 12-year period, resulting in more than 1,200 responses from congressional staffers, outlines the ongoing feedback loop between Congress and constituent, and details the most effective means of making one's voice heard in Washington.

CMF has received two multi-year grants to support its ongoing work and to encourage innovation in Congress. Democracy Fund will support CMF's efforts to help House and Senate offices transform their operations to better meet the needs and expectations of an Information Age citizenry. Through its Madison Initiative, the William and Flora Hewlett Foundation will provide CMF with general operating support to meet its overall mission.

A new survey of congressional staff shows that a relatively few number of constituents can get through to their Members of Congress on social media, possibly influencing lawmakers’ decision-making. A new CMF report indicates 80% of staff surveyed said 30 or fewer responses to their social media posts are enough to get the office to “pay attention.” But the survey also indicates that staff tend to review only those reactions posted within the first 24 hours.
